Botetourt County At the request of the Executive I have examined the wounds of Lieutenant John Lapsley which was received the 7th day of Dec. 1779 under the command of Gen'l Morgan, then Col., find that a ball has passed through the left elbow which has produced a perfect anchyloris?: that the arm is considerably withered and diminished in line which must render him unable to labour freely though he is not deprived of the total use of it. I do with the advice of the Council hereby certify that John Lapsley, aged about 34 years, late a lieutenant in the 7th VA Regt., whose pay was at the rate of 96 pounds per annum was disabled in the service of the United States by a musket ball on his left arm a little above the elbow; and that he is allowed the sum of 40 pounds yearly, commencing from the first of Jan. 1786.
