James W.L. Griffin James W.L. "Billy" Griffin, 67, of Bristol Virginia, died Saturday, Oct. 23, 1999, in James H. Quillen Veterans Affairs Medical Center. He moved to Bristol in 1964, was a U.S. Air Force veteran serving in Germany and retired from the Virginia Department of Transportation.
