Virginia Byars Caldwell Virginia Byars Caldwell, 98, died Tuesday, Oct. 5, 1999, in NHC HealthCare of Bristol, Va. She was born in Bristol Virginia, a daughter of the late Joseph Cloyd Byars and Jane Bailey Byars, and was educated in the public schools of Bristol and Sullins College. She lived in Norfolk and Arlington County, Va., California and Hawaii and again in Arlington County before returning to Bristol in 1931. She was the widow of U.S. Navy Lt. Kenneth Lee Coontz and Judge Joseph Anderson Caldwell. She and Judge Caldwell began the restoration of the Old Deery Inn in Blountville in 1940 and she lived there until 1990, when she entered NHC HealthCare. She was a member of Blountville Presbyterian Church, the National Society for Historic Preservation, the Washington County (Virginia) Historical Society and Fort Chiswell Chapter of the Daughters of the American Revolution. Surviving are a son, Capt. Robert Joseph Coontz, U.S. Navy (retired) of Alexandria, Va.; a brother, Bailey Preston Byars of Falls Church, Va.; three stepsons, Capt. John Henderson Caldwell III, U.S. Navy (retired) of Aeia, Hawaii, Craig Hawley Caldwell of Bristol Tennessee and The Rev. Clifford Douglass Caldwell of Staunton, Va.; three grandchildren; a great-grandchild; 14 step-grandchildren; 22 step-great-grandchildren; and several step-great-great-grandchildren. She grew up and was educated primarily in Bristol Virginia. She was employed as a medical transcriber, assistant manager of a hotel in Boston, a real estate agent and an antiques dealer. She was a political activist and a long-standing member of the NAACP. During World War II, she accompanied pilots in small aircraft as a Civil Air Patrol spotter. Surviving are two children; William Martin "Marty" Bement of Phoenix, Md., and Billie Ewing Ronk of Smyrna; and four grandchildren, Owen Cahill Bement, Alexander Caldwell Bement, William Thomas Bement and Hannah Ewing Ronk; three nieces; and a nephew. She worked in religious education with the Methodist Church in Nashville and was a U.S. Army Air Force veteran from May 1943 to April 1947. While serving as the only female commissioned officer in the U.S. Eighth Army in London during World War II, 1st Lt. Walthall decoded the D-Day message and personally handed it to her commander, Gen. Curtis LeMay. She earned her master's degree in education from Emory University in Atlanta in 1948. During the 40 years she lived in Los Angeles, she taught school and was a member of Wilshire United Methodist Church, where she was involved in many educational activities. She returned to Bristol in 1990 and returned her membership to State Street United Methodist Church. She worked in religious education with the Methodist Church in Nashville and was a U.S. Army Air Force veteran from May 1943 to April 1947. While serving as the only female commissioned officer in the U.S. Eighth Army in London during World War II, 1st Lt. Walthall decoded the D-Day message and personally handed it to her commander, Gen. Curtis LeMay. She earned her master's degree in education from Emory University in Atlanta in 1948. During the 40 years she lived in Los Angeles, she taught school and was a member of Wilshire United Methodist Church, where she was involved in many educational activities. He was a 1941 graduate of Virginia Tech and a U.S. Army Air Corps veteran of World War II. He was a lifelong educator, teaching agriculture in Dickenson and Giles counties. Before moving to Rural Retreat in 1949, he received both state and national recognition for his work, including the Honorary National FFA Award. He opened and served as the administrator of Wythe County Vocational School from 1968 to 1980, and was president of the Virginia Vocational Education Association. Mr. Vaughan served for many years on the Rural Retreat Town Council, the Rural Retreat Fair Association, the Smyth County Community Hospital Board, the Wythe County Industrial Development Authority and the Rural Retreat Lions Club. He was a member of Rural Retreat United Methodist Church and taught the Wesley Fellowship Class for more than 30 years. Surviving are his wife, Frances M. Barbe OAK RIDGE -- Glenn Dennis Barbe, 52, formerly of Bristol, died Monday, Oct. 4, 1999, in Fort Sanders Regional Medical Center in Knoxville. He was born in Bristol Virginia, a son of Elizabeth Barbe of Bristol Tennessee and the late Glenn D. Barbe. He attended First Baptist Church of Bristol and Bristol Tennessee Public Schools. He graduated from Bristol Tennessee High School in 1965 and the University of Tennessee in 1970 with a degree in electrical engineering. After serving in the U.S. Army, he joined the Clinton Utility Board in 1971 as an electrical engineer and became chief engineer in 1976. During this period, high voltage underground electrical service techniques were developed to allow CUB to offer underground lines as an alternative to overhead electrical facilities. In 1980, he became director of engineering and operations and directed CUB's engineering and construction efforts for electric, water and sewer services. In 1993, he was named assistant general manager and then general manager. As general manager, he managed numerous distribution line upgrades, new distribution substations, new equipment and a renovated waste water treatment plant. He was active in the Clinton and Oak Ridge youth and high school baseball programs and was a member of the Clinton and Oak Ridge Baseball Associations. He was a booster for the Knoxville "Stars" and Knoxville "Thunder." He was a member of the Anderson County Utility Board and Melton Hill Regional Industrial Development Association and a member of Clinton First Baptist Church. Surviving are his wife, Rhonda Barbe; two sons, Phillip Barbe and Aaron Barbe, both of Oak Ridge; and two brothers, David Barbe of Roanoke and Phillip Barbe of Bristol. Ratliff NORTH TAZEWELL, Va. -- Hyter B. Ratliff, 82, died Friday, Oct. 8, 1999, at Heritage Hall Health Care Center in Tazewell. He was born in Tazewell County, a son of the late James D. and Mary Hopkins Ratliff. He was a member of Black's Chapel Presbyterian Church of Tazewell. He was a retired cabinetmaker and carpenter for the former Federal Supply Co. of North Tazewell. He was the widower of Blanche Ratliff. Surviving are a son, Donald G. Ratliff of North Tazewell; two grandchildren; a brother, Reese Ratliff of Pulaski; two sisters, Callie Turner of Heritage Hall in Tazewell and Annie Burkett of North Tazewell. Funeral services will be conducted Monday at 2 p.m. in Peery & St. Clair Funeral Home Chapel in Tazewell. The Rev. Barry Absher and the Rev. Don Waddell will officiate. Burial will be in Maplewod Cemetery in Tazewell. Mr. Ratliff was preceded in death by a granddaugher, Mellisa Ratliff; three brothers, Maynard Ratliff, W.C. "Bill" Ratliff and James D. Ratliff; two sisters, Susie Dillard and Zella Grubb. Mr. Sargent, 74, of 456 Wyandotte Road, Bristol, Va., died Thursday, Oct. 7, 1999, in Wellmont Hospice House. Surviving are his wife, Jimmy Hicks Sargent; a son, Dr. Dale Sargent of Bristol; two sisters, Helen Slate of Roanoke and Louise Hall of Bluefield, W.Va.; three brothers, William Sargent of Bluefield, W.Va., Thomas Sargent of Roanoke and Henry Sargent of Nashville; and two grandchildren. Shaffer, 73, of 734 Oakwood St., Bristol, Tenn., died Saturday, Oct. 9, 1999, at Bristol Regional Medical Center. He was a lifelong resident of Bristol, a retired employee of Cortrim Hordwood Parts Co. and a member of Highland Chapel Church in Abingdon, Va. Surviving are his wife, Mary L. Johnson Shaffer; a daughter, Sandra DeCroy of Bristol Tennessee; two sons, Ronnie Shaffer and Marvin Shaffer, both of Bristol Tennessee; two sisters, Lillian Carrier of Elizabethton and Carrie Beeler of Bristol Tennessee; four brothers, Billy Shaffer, Howard Shaffer, Charles Shaffer and Earl Shaffer, all of Bristol Tennessee; four grandchildren and several nieces and nephews. She was a daughter of Thomas and Blanche Campbell Pinion of Bedford, Va. She was a school teacher and a member of Full Gospel Bible Mission. Surviving, besides her parents, are her husband, John R. Viars Sr.; a daughter, Linda Olson of Manassas, Va.; a son, John R. Viars Jr. of Austinville; two grandchildren; a great-grandchild; three sisters, Judy Johnson of Bealeton, Va.; Jackie Pinion of Bedford and Jill Johnson of Lynchburg; two brothers, Rocky Pinion and Andrew Pinion, both of Bedford; and several nieces and nephews.
