She was preceded in death by her father and mother, Onyx Vandell and Frances Elizabeth Gollehon Aker, her husband of 67 years, Bascom Slemp Bartley, two brothers, Gaylord Campbell Aker and Elva Cox Aker, and one sister, Frances Louise Troxell. Charles Bates BRISTOL, Tenn. – Charles William Bates, age 87, died Saturday, Feb. 14, 2004, at NHC Johnson City. He was born on Aug. 16, 1916, in Sullivan County, Tenn. He was the son of the late William Thomas and Adelia Earl Ryden Bates. He was retired employee from United Telephone Company and a member of Volunteer Baptist Church. He was preceded in death by wife Vivian Brewer Bates. Mr. Cole was born July 30, 1945, in Ohio and was raised in Danese, W.Va. He was a son of Lenore Seese Cole of Bristol Tennessee and the late Don Dolphus Cole. After graduating from Meadow Bridge High School in 1963, he moved to Covington and was employed at the former Hercules Inc. plant. He left Hercules to become self-employed in the amusement industry. He was currently the owner and operator of an antique store and auction house in Clifton Forge. Surviving, in addition to his mother, are his son and daughter-in-law, R.C. and Betsy Cole of Covington; two grandchildren, Megan Cole and Austin Cole, both of Covington; his brother, Vance Cole, Bristol Tennessee; his sister, Donna VanLeuven of Idyllwild, Calif.; one niece, Chandra of Idyllwild, and one nephew, W.D. She was a native of Buchanan County, Va., but lived most of her life in the Bristol area. She retired from the Bristol Tennessee School System and worked at the ETSU Center in Bristol. She was a very active member of St. Luke United Methodist Church, where she served in several roles. Orien Phipps ABINGDON – Mr. Orien Kenneth Phipps, 81, died Friday, Feb. 13, 2004, in the V.A. Medical Center, Washington, D.C. Mr. Phipps was born July 12, 1922, in Clintwood to the late Teamous and Grace Kelly Phipps. He was a member of the Abingdon Baptist Church, which he loved dearly and had been a great part of his life. Mr. Phipps served as a staff sergeant for the 5th Army, 85th Infantry Division, 337th Infantry Regiment, Company L in the U.S. Army in North Africa and Italy during World War II. He was awarded the Bronze Star, a Purple Heart with Oak Leaf Clusters and many other badges and medals of honor. Mr. Phipps was a member of the Abingdon Masonic Lodge 48 A.F. & A.M., the Desert Sands Shrine Club and Kazim Shrine Temple of Roanoke, as well as the Disabled American Veterans and Veterans of Foreign Wars. Mr. Phipps was a coal miner working as a repairman and fire boss for 34 years. He retired from Clinchfield Coal Company in 1977. His parents, as well as a brother, Ayers Phipps, and sisters, Clara Phipps, Mary Phipps Ryan and Dean Phipps Hughey, preceded Mr. Phipps in death. Survivors include his wife of over 56 years, Connie Owens Phipps; one daughter, Sandra Phipps Hicks and husband Ed of Alexandria, Va.; one grandson, Chris Morgan and wife Tracy of Dumfries, Va.; two step-grandchildren, Ashley and Eddie Hicks of Alexandria; one brother, Avon Phipps of Vansant, Va.; four sisters, Eunice Phipps Fleming of Bel Air, Md., Madge Phipps High of Reistertown, Md., Eva Phipps Allen of Concord, N.C., and Jean Phipps Taylor of Glencoe, Ala.; his stepmother, Lora Bryant Phipps of Clintwood; two half brothers, Denver L. Marie had worked with the Department of Social Services for a number of years and was an Episcopalian. Vinson Harding Seal BLOUNTVILLE – Vinson Harding Seal, age 82, went to be with the Lord Saturday, Feb. 14, 2004, at Bristol Regional Medical Center. He was born Oct. 17, 1921, to the late Robert and Maggie Burton Seal in Sneedville, Tenn. Mr. Seal had been a resident of Bristol for 54 years. After his retirement from Associated Transport, where he worked as a truck driver for 28 years, he worked as a night watchman at Bristol Door and Lumber Company and as a security guard at the train station. Mr. Seal was a U.S. Army veteran serving in World War II, where he had a tour of active duty in Greenland serving as a Tech 5 fireman. He was awarded a Good Conduct Medal, a World War II Victory Medal and an Eastern Theater Campaign Ribbon. Survivors include wife of 58 years, Edna Kendrick Seal; son, Rev. Vann Seal; daughter, Phyllis Seal; grandchildren, Roxie, Brian, David and Scott; great- grandchildren, Brandon, Payton, Devon and Savannah; brother, Isaac M. Seal, and sister, Juanita Loughry. He was preceded in death by brothers, Hugh Seal and Grant Seal, and sisters, Ellen Mullins and Vinie Mae Williams. Funeral services will be conducted on Monday, Feb. 16, 2004, at 6 p.m. in the Weaver Funeral Home Chapel, with his son, Rev. Vann Seal, and Rev. Johnny Dillard officiating. Committal services will be held on Tuesday at the National Cemetery in Mountain Home, Tenn. Military honors will be presented by the Highlands Fellowship Honor Color Guard. Honorary pallbearers include Willie Mowdy, Jerry and Roy Kendrick, Danny Seal and Paul Neal. The family will receive friends on Monday following the service. Virginia Sliger JONESBOROUGH, Tenn. – Mrs. Virginia Sliger, 82, 319 Sliger Road, died Sunday, Feb 15, 2004, at NHC Healthcare Center after a lengthy illness. She was a native of Washington County, Tenn., and was the daughter of the late Elbert Peele and the late Fannie Hoss Peele Miller. Mrs Sliger was a homemaker, a farmer and was a member of the New Victory Baptist Church. She was preceded in death by her husband, William Sliger, and three brothers. Survivors: daughter and son-in-law, Patricia and Rhudy Jones, Jonesborough; daughter and son-in-law, Janie and Dean Torbett, Piney Flats; three sisters, Martha Bristow, Jonesborough, Iva Wellman, Orlando, Fla., and Irene Stout, Johnson City; granddaughter and husband, Jennifer and Philip Orr, Charlotte, N.C.; granddaughter, Deana Torbett, Piney Flats, and granddaughter, Tracy Jones, Johnson City. Funeral services for Mrs. Virginia Sliger will be conducted Tuesday, Feb. 17, 2004, at 8 p.m. from the Dillow-Taylor Funeral Home Chapel, with Dr. Andrew Spence officiating. Graveside services will be held at 11 a.m. Wednesday from New Victory Baptist Cemetery. Active pallbearers, who are requested to meet at the cemetery at 10:45 a.m., will be Warren Miller Jr., Dr. Thomas Greenwell, Larry Sliger, David Sliger, Ricky Lowe, Bobby Lowe, Lynn Loyd and Marvin "Buck" Johnson.
