ONE RELATIVE IS ARRESTED -Jordan Edwards, a Cousin of Wesley, Charged With Being an Accessory After the Murder -Posse Puts in Another Unsuccessful Day Scouring the Mountains -Sidna Allen Located. Hillsville, Va., April 3. The State of Virginia took a hand today in the campaign to starve the two free courthouse assassins out of their mountain stronghold. Gov. Mann issued a proclamation, calling upon all citizens to withhold aid from Sidna Allen and Wesley Edwards, the only two uncaptured members of the outlaw troop that shot up the Carroll county court nearly a month ago, and promising prompt prosecutions for any persons who do assist them. This action had been arranged after conference with the heads of the posses, and today Detectives Baldwin, Payne, and Edwards rode 20 miles into the Fancy Gap section, and arrested Jordan Edwards, a cousin of Wesley and one of the Allen kinsmen, and locked him up on a charge of being an accessory after the fact to the courthouse murder. May Arrest Other Outlaws. With the backing of the governor, it is now expected that raids on the Allens, who populate this district, will be frequent. The detectives claim they have been hampered in their hunt by false clews and trails. They are certain that Allen and Edwards have received aid. Without it their capture is a question of days. The posses put in another unsuccessful day scouring the mountain thickets. The strain told, however, on old "Jack" Allen, father of Friel, now in jail for the shooting. He suffered a stroke of apoplexy. Sidna Alien has been seen several times within the past two days, and while no one has seen Edwards, the searchers are satisfied that both of the men are still ranging back and forth in a section of the mountains that has been guarded for a week. Even when the storms drove the main body of the detectives to foothills for food and shelter, a sufficient number of men remained along the roads and in the passes to prevent the fugitives getting away. Gov. Mann's proclamation, dated at Richmond, reads: "To whom it may concern: This is to notify all persons who give aid and comfort to Sidna Allen and Wesley Edwards, charged with the murder of Judge Massie, Commonwealth's Attorney Foster, and Sheriff Webb, at Hillsville, on March 14, 1912, by furnishing them with food, lodging, clothing, fuel, or in any way aiding, receiving, relieving, comforting, or assisting them, that instructions will be given to the proper officers of the State to arrest, try, and upon conviction punish them to the extent of the law, that is, by fine and imprisonment. Asked to Aid Detectives. "The good citizens of the State, especially those residing in Carrol county and vicinity, are earnestly requested to give such information as they may from time to time acquire of the movements of Sidna Allen and Wesley Edwards to the officers engaged in their pursuit or to the attorney for the Commonwealth of Carroll county, and to aid in every way the officers of the State in effecting the arrest of these men. "The people of Virginia are assured that no effort will be spared to arrest those charged with the crime at Hillsville to give them a fair and impartial trial, and to execute whatever judgments may be rendered by the court.
