I do with advice of the Council hereby certify that Wm. Smith, late a private in 
the troops of the Commonwealth during the late war of which he received wounds 
which render him unable to support himself and that he is allowed the sum of 10 
pounds yearly passed by an act of the General Assembly in the 15th day of 
December 1791, commencing on the first day of January 1792.  Given under my hand 
as Governor of the Commonwealth of Virginia, at Richmond this 14th day of 
October 1792.
