Captain Lieutenant--1st Regiment of Artillery
Elizabeth City County
  

   I do, with the advice of Council, hereby certify that Thomas Fenn of 
Elizabeth City, about  37years of age, late a Captain Lieutenant  in the 1st 
Regiment of Artillery, appears to have been disabled in such a manner while in 
the service of The United States as to entitle him to the sum of fifty pounds 
yearly; which allowance accordingly made him, to commence on the first day of 
January 1786.  Given under my hand as  Governor of the Commonwealth of Virginia, 
at Richmond,this 28th day of February 1787.

November 15, 1805--warrant issued for balance of Thomas Fenn's pension to his 
estate--$208.75.
