I do with the advice of Council hereby certify that Judith Carter, widow of 
Charles Carter, late a private in the Army of the United States and who died in 
the service thereof is put on the list of pensioners purrsuant to an Act of the 
present General Assembly, with an allowance of twelve pounds yearly, 
commencingfrom the 1st day of January 1793.  Given under my hand as Governor of 
the Commonwealth of Virginia, at Richmond, this 28th day of December 1793.
