(Special to The Times-Dispatch.) EMPORIA, VA., Feb. 23.- Mr. W. E. Bailey died suddenly this morning from appoplexy, aged 48 years. He, as was his custom, arose early, feeing in good spirits, but after leaving his residence a short distance, returned, complaining of a headache. He was assisted to his room, and in a few minutes death had claimed its victim.   He was the son of Rev. J. C. Bailey, a famous minister, of this section, and had resided in Emporia for the past 24 years, being engaged in mercantile pursuits, and was the oldest member here in point of service. He was president of the Merchants' and Farmers' Bank, district deputy for the Masonic order for this district, besides being a high Mason and a member of several secret orders. He was also a deacon in the Baptist Church in Emporia, a member of the Council and Board of Health. He also served the county for many years as a supervisor.    Mr. Bailey leaves three little children, his wife having died about three years ago. He has one brother here, one sister in Raleigh and one in Norfolk. The remains will be taken to Petersburg for interment to-morrow by the local lodge of Masons, and placed by the side of his wife. Mr. Bailey's estate, including life insurance, will easily aggregate seventy-five thousand dollars, if not more.
