September 23, 1890 Richmond, Va., September 16 -- Governor McKinney returned to the city this evening from his vacation of two months. His excellency is very anxious that the debt shall be settled, and says that the people are so tired and worn out with it that they will not much longer suffer themselves to be worried with the intricate and vexed subject. While there has been a considerable increase in the values of the state, there has been equally as large an increase in her expenses. The disabled confederates, he thinks, the state is in honor bound to provide for, and the asylums for the insane are crowded until their doors are almost bursting and there is a constant cry for increased accomodations which must be afforded.
