          CHARTER FOR WINDSOR. 
                 _____ 
Officers Elected and Committee to Present it 
              to Legislature. 
     (Special Dispatch to The Times.).
 WINDSOR, VA., Feb. 24.-The charter 
of incorporation for the town of Windsor, 
drafted by the committee appointed last 
Thursday for that purpose, was submit- 
ted to the citizens to-night and was 
unanimously adopted. 
 The following officers were elected: 
Mayor, C. T. King, Councilmen, C. L. 
Griffin, W. S. Holland, C. W. Bailey, Dr. 
Franklin Pierce, J. S. Vaughan, F. C. 
Roberts, W. J. Rhodes, Dr. J. F. Deans. 
 A committee consisting of C. T. King, 
E. L. Joyner and Dr. J. M. Robey were 
appointed to go to Richmond to present 
the charter to the Legislature.
