(Special to The Times-Dispatch) WINDSOR, VA., May 30 - The body of Mr. Thomas Cross, of Hamden-Sidney, formerly Representive from Nansemond County, was brought down on the night train last night.  He died Thursday night.    Hon. T. B. Wright, of Smithfield, brother of Mrs. Cross, met them here and the sad cortege left for Smithfield early this morning, where the burial will take place at noon.
