[Special to The Times-Dispatch.] WINDSOR, VA., September 30 - Miss Lizzie Lee Fulgham, a young lady much beloved in this town and community, died to-day after four weeks' illness of typhoid fever.  Miss Fulgham was well known in Richmond, where the news of her death will be received with sorrow by a large number of friends.  She leaves a father, mother, four brothers and two sisters as follows; J. A. and C. R. of this place; G. G. of Asheville, N. C.; A. J. of Richmond and Mrs. M. M. Roberts and Floyd Joyner of this place.  The funeral will be held at Antioch Church on Tuesday at 2 o'clock P. M. Lizzie Lee FULGHAM, b.
