(Special Dispatch to the Times.) SUFFOLK, VA., Jan. 8 - M. Frank Hall, a leading merchant at Isle of Wight Courthouse, died tonight, aged about thirty-seven years.  He leaves a widow, who was Miss Marshall, and several children.
