  I do with the advice of the Council hereby certify that Ann Hayes, widow of 
Daniel  Hayes who was a soldier in the Service of the United States and died in 
the service thereof, is entitled to the sum of twelve pounds yearly; which 
allowance is to commence the first day of January 1787.  Given under my hand as 
Governor of the Commonwealth of Virginia, at Richmond, this 5th of December 
1787.
