State Artillery Regiment
  In the October session there was an act proposed by the Assembly of Virginia that David Blanks, a soldier in my Company of Artillery, who was lawfully authorized, an act __ of his own hands, being injured of a cannon should receive for his presant relief thirty pounds ___ thirty pounds per annum for three years, after he has received this years pay.  ___ ____ of the money a rec't may be found at the Treasurer's office.  Given under my hand this 17th day of September 1792.  Lawrence Flowo_?
