He was a native of Nansemond and son of James Richard and Etta Holland Austin. He was an Army veteran of World War I and a retired supervisor of Public Works at the Norfolk Naval Air Station. Surviving are a brother, William Carroll Austin Sr. of Suffolk, and several nieces and nephews. A funeral service will be held at 11 a.m. Wednesday at the graveside in the old Austin family cemetery in South Quay. The body is at I.O. Hill & Co. Funeral Home. The family will be at the home of William C. Austin Sr., 205 McArthur Drive.
