Ballard, a well-known citizen of the county, and former Confederate soldier, died this morning about 8 o'clock at his home, near Kilby.  He had been ailing about a month with heart trouble.  The funeral will be preached at home at 3 o'clock tomorrow afternoon by Dr W.W. Staley. The interment will be in the family cemetery.    The deceased was 64 years old. During the war he was acting captain in the Thirteenth Virginia Cavalry, commanding Company C.  He was born at the place death came.  On December 1, 1865, Mr. Ballard married Wertley J. Chapman, of Isle of Wight county, who died six years ago.  They were parents of thirteen children, of which nine now live - five sons and four daughters. The deceased was an uncle of Mr. Walter W. Ballard, a prominent resident of Suffolk. Capt.
