Fulgham, for thirteen years treasurer of Nansemond County and one of its most prominent citizen, whose death occurred yesterday morning about 10 o’clock at his home near Chuckatuck, will be held at the grave in Cedar Hill Cemetery tomorrow afternoon at 3 o’clock, conducted by the Rev. I.W. Johnson, assisted by the Rev. Dr. W.W. Staley. Few men in this section have been in higher esteem than Mr. Fulgham, who has been a dominant figure in the political and social circles of Nansemond. He was first elected as treasurer in 1912 and re-elected twice afterwards, failing health forcing him to resign his position in May, 1925, after about half of his third term had been served. Since then his health has continued to fail, forcing him to give up all public activities. Until ill health overtook him, Mr. Fulgham was one of the commanding figures of this county. He had long been an active member of Oakland Christian Church. He is survived by his widow, who was Miss Ida Whitley; four daughters, Mrs. John Redding of Greensboro, N.C.; Mrs. John Williams, of Asheville, N.C.; Miss Janice Fulgham, who is engaged in teaching in Maryland, and Miss Martha Fulgham, at home, and three sons, Joe Fulgham, Whitley Fulgham and L.H. Fulgham, all of Chuckatuck. He is also survived by one sister, Mrs. John Sherves, of Crittenden, and a brother, Joseph Fulgham, of Asheville. His fraternal connections consisted of membership in Chuckatuck Lodge of Masons, Kedive Temple of Shriners, Norfolk; Suffolk Lodge N. 685 B.P.O.E. and Suffolk Lodge Independent Order of Odd Fellows. County officials who had served long with Mr. Fulgham express much regret over his death, describing him as a man of generous impulses and devoted and loyal to his friends. During his years as county treasurers he demonstrated these traits in many ways, much to his own personal loss and sacrifice. His personal popularity with all classes did not end with his retirement from office and the seclusion of the sick room but continued till the last moment of his life, according to his many friends who have been close to him for years.
