Hutchins City Clerk, Dies Charles L. Hutchins, 81-year-old veteran City Clerk here died at his home in Kingsboro this afternoon about 3 o'clock. Serving the duties of Suffolk City Clerk and Clerk of the Circuit Court for approximately 31 years, "Cap'n" Charlie died following a long illness. A native of Maryland, Mr. Hutchins came to Suffolk in 1890 and was employed here with the Suffolk and Carolina Railway Company. In the subsequent 17 years service with the railway company he was promoted to agent, then to superintendent and later to a position in the auditor's office and finally as general manager of the road. In the intervening years after leaving the railroad, Mr. Hutchins served with the Gay Manufacturing Company in the capacities of general manager and treasurer and later held responsible offices with W.S. Cross and Company and the Carr Knitting Mills. ****************************************************************************** Funeral Rites Saturday For Charles L. Hutchins Funeral services for Charles L. Hutchins, 81, who died yesterday afternoon at 3 o'clock at his home on Katherine Street after a long illness, will be held tomorrow morning at 11 o'clock at St. Paul's Episcopal Church. The Rev. John A. Winslow, rector, will officate at the services. Interment will take place in Cedar Hill Cemetery. Members of the City Council and officials of the City of Suffolk have been requested to serve as honorary pall bearers. The body now rests at the Baker Funeral Home, where it will remain until tomorrow morning just before the funeral hour, when it will be taken to the church. Survivors include his wife, Mrs. Frances Quinby [Quimby] Hutchins; three sons, Charles Q. and William M. Hutchins of Suffolk, and Ashley M. Hutchins of Santa Fe, New Mexico; two daughters, Mrs. Frances Hutchins West and Miss Helen M. Hutchins, both of Suffolk; two sisters, Mrs. J. Myers Pearce and Mrs. Harry T. Pearce of Monkton, Maryland; three grandchildren, Helen Sherwood West, J.C. West, IV, and Virginia Reid West. Native of Maryland The son of John F. [sic; S.] and Mary [J. Hawkins Hutchins, he was born in] Hartford [sic; Baltimore] County, Maryland in 1868. Coming to Suffolk in 1890 he worked for the Suffolk Carolina Railroad as clerk for 17 years, after which he was employed by the Gay Manufacturing Company for seven years in the capacity of general manager and treasurer. He first entered public office when he was appointed to fill the unexpired term of the former clerk of court, who had resigned. He was elected to an eight-year term the following year without opposition and has held the office ever since, a total of 31 years, running always without opposition. Mr. Hutchins would have ended his fourth term as clerk of court in 1951. Last Thursday night City Council elected him to serve a new term of office. He had been in excellent health until last June when he became ill of a disease which was said to be typhoid fever. He recovered somewhat and was able to return to his home from a local hospital, but he never regained his strength. Last January 6 he celebrated his 81st birthday anniversary by working a full day at his office and serving that night throughout a long session of City Council.
