[Special to The Times-Dispatch.] SUFFOLK, VA., February 11.- Colonel James Jasper Phillips, formerly of Nansemond county, Va., but at death a produce exporter of New Vork, died to-day at his home on Seventy-Second Street, aged seventy-six years. The remains will arrive at Suffolk Friday on a special Old Dominion steamer. The deceased was a colonel in the Confederate Army. He is survived by a widow and one son, C.C. Phillips, who was a business partner.
