Norfolk Borough        $30 per annum

  17 February 1790--Mordecai Cook named as attorney.

    Know all men presents that I Scarbrough Bloxom of the county of Norfolk do 
hereby constitute and appoint Julius B Dandridge Esq my true and lawfull 
attorney for me and in my name to receive the sum of eighty dollars allowed me 
under a late session of the Virginia Legislature passed on the 3rd day of March 
eighteen hundred and nineteen: and to do all lawful acts requisites and 
affecting the premises hereby gratefying and confirming all that my said 
attorney shall do therein by virtue. ____ as witness of my hand and seal this 
18th day April 1819.  Scarbrough Bloxom (seal)
