  I  do with the advice of Council hereby certify that Elizabeth Shipwash, widow 
of William Shipwash late a private in the State Militia and who died in the 
service of the United States and that she is entitled to the sum of ten pounds 
yearly; which allowance is accordingly made her to commence from the first day 
of January 1786.  Given under my hand as Governor of the Commonwealth of 
Virginia, at Richmond, this 25th day of March 1790.
