Mrs. Jacobs was born in North Dakota. She had attended the Virginia College of Roanoke and Kees Business College in Norfolk. She had worked with the Finley- Jacobs Insurance Co. for seven years. She later went to work for the U.S. Public Health Service as a medical secretary and retired after 30 years. In 1958, she was named Public Health Service Employee of the Year and in 1963 she was the recipient of the Superior Accomplishment Award. She was the widow of Joseph T. Jacobs and was a member of Second Presbyterian Church and the Quota Club of Norfolk. Survivors include two cousins, Isabelle A. Hart of Baker, Ore., and Halleck Butts Jr. of South Carolina. The graveside service will be conducted at 1 p.m. Thursday in Elmwood Cemetery , Norfolk, by the Rev. Richard L. Vinson. After the graveside service, a memorial service will be held at 2 p.m. in Westminster-Canterbury Chapel. Cox Funeral Home is handling arrangements.
