No attempt is made in its limited pages to cover the subject thoroughly, or to bring out in detail all of the facts. The effort here set forth is to present a brief summary of the important phases of the city's growth as they relate to the Negro population. Negroes constitute thirty six percent of Norfolk's population of 177,000. That explains the title of the booklet. The percentage used relates to population only.
