Herbert Frack, 1250 North Mallory Road, Phoebus, Va. Mr. Armstrong, retired employee of the Virginia Electric & Power Co., was for many years president of the V.E.P. 20 year Club and was a member of Norfolk Lodge No. 38, B.P.O.E. He is survived by three daughters, Mrs. J.T. Butler, of Windsor, Va.; Mrs. Robert Bonds Milner, of Fort Monroe, Va. and Mrs. J. Herbert Frack, of Phoebus, Va.; two sons, William R. Armstrong, Jr., of Norfolk and Allan G. Armstrong, of New York City, 18 grandchildren, 7 great-grandchildren, one brother, David J. Armstrong, Sr., of Norfolk. The body was removed to H.D. Oliver's Funeral Apartments., No. 610-12 E. Freemason Street, pending funeral arrangements. ************************************************************************** ARMSTRONG, WILLIAM RANKIN - At the residence of his daughter, Mrs. J. Services at H.D. Oliver's Funeral Apartments, Nos. 610-612 East Freemason Street, Norfolk, Va., MONDAY AFTERNOON at 2 o'clock. Friends of the family are invited to attend. Interment, Elmwood Cemetery.
