BABCOCK, JR. NORFOLK - Richard Earl Babcock Jr., 74, of the 500 block of Thole St., a retired patent lawyer, died Nov. 20, 1988, in a hospital. Mr. Babcock, a native of Washington, D.C., had retired from Watson, Cole, Grindle & Watson law offices in Washington after 40 years. He graduated with an engineering degree from the University of Maryland at College Park in 1935 and was a member of Delta Sigma Phi fraternity. He received his law degree from Natkional Law School in Washington. He was a Coast Guard veteran of World War II and was a member of the Army-Navy Club in Washington. He was an Episcopalian. Survivors include his wife, Jessie Harman Babcock; a daughter, Anne B. Festa of Norfolk; a sister, Georgie B. Ostrand of Marshall, Va.; and four grandchildren. The graveside service will be conducted at 10:30 a.m. Wednesday in St. Mary's Catholic Cemetery by the Rev. Edward L. Richardson. Cox Funeral Home is handling arrangements. Friends may join the family from 7 to 8 p.m. today in the funeral home. Memorial donations may be made to the Parkinson's Disease Foundation or to the American Cancer Society.
