Mr. Bailey was born in Norfolk. He was a member of Heritage United Methodist Church, Virginia Beach, and had served in the Merchant Marines during World War II. Survivors include his wife, Mary L. Bailey; a daughter, Donna B. Elkins of Stephenson, Va.; two sons, Michael Bailey of Norfolk and Charles M. Bailey of Chesapeake; five grandchildren; and one great-grandchild. He was predeceased by his parents, Florida Hall Bailey and Charles Campbell Bailey. A graveside service will be conducted at 11 a.m. Tuesday in Forest Lawn Cemetery by the Rev. Jay S. Ashby.
