Winner of several trophies and plaques under his direction, the St. Joseph's band was invited to play at the Court of Honor at the Atlantic City "Miss America" celebrations in 1925. In addition to band activities, Mr. Bailey taught music, directed choirs and acted as organist for a Portsmouth church. In 1937, he was appointed director of the WPA Orchestra. He was a graduate of Norfolk Mission College and the American University of Chicago. Born in Deep Crrek, he lived most of his life in Norfolk. He was a member of the Excelsior Brass and Reed Band, St. Joseph's Catholic Church and the Eureka Lodge, Inc. Survivors include his widow, Mrs. Cecelia Bailey; two daughters, Mrs. Gertrude Lacey and Mrs. Robert Watts, of Norfolk; one son, Reginald M. Bailey of Washington; 18 grandchildren and six great-grandchildren. His funeral was conducted recently at St. Joseph's Church. Burial was in St. Mary's Cemetery.
