He was born in Norfolk and was a member of Wesley Union AME Zion Church. He had retired as a grader operator from Princess Anne Paving after 30 years of service. He was preceded in death by his parents, Ethel Baker Foskey and Richard O. Baker Sr. Survivors include a daughter, Rosemary Hodges and a son, Ervin Hodges, both of Brooklyn, N.Y.; a sister, Christine Foskey of Virginia Beach; two brothers, James E. Baker and Ralph Foskey Jr., both of Norfolk; a grandchild; a sister-in-law, Tachy Baker; and a host of nieces and nephews. He was predeceased by a sister, Doretha Payton of Norfolk and grandparents, Emma Edwards and Addison Edwards. A graveside service will be conducted at 1 p.m. Wednesday in Calvary Cemetery . A wake will be from 6 to 7 p.m. Tuesday. Hale Funeral Home is handling arrangements.
