Frank Baldwin, known to his family as "Bunny," was born on January 18, 1919, in Norfolk to Frances and Rufus Guy Baldwin. His mother's family owned the Couper Marble Works and his father owned the Baldwin Cotton Exchange, both in Norfolk. Mr. Baldwin graduated in 1941 from the Virginia Military Institute with a degree in civil engineering. He served as a Captain in the Army Corps of Engineers in World War II, was a D-Day and Battle of the Bulge Veteran, and was awarded the Bronze Star and the Croix de Guerre. He worked as an engineer and business executive with the C&P Telephone Company and AT&T for 36 years. For 44 years, Mr. Baldwin was the devoted husband of Dorothy Lee Pharis who predeceased him in 1989. Mr. Baldwin is survived by: his son, Francis Bernard Couper Baldwin, Jr. and daughter-in-law Linda; his daughter, Katherine Baldwin Burnett and son-in-law Mike; his sister Marjorie Couper Baldwin Roughton; his grandchildren, Jennifer Taylor, Molly Massey, and Frances Toone; and his great- grandchildren, Jamie and Ethan Massey, and Stuart Taylor. Mr. Baldwin's twin brothers, John and Rufus, predeceased him, as did his beloved grandson, Couper Baldwin. Mr. Baldwin also leaves his very caring and loving family of friends at Sitter & Barfoot Veterans Care Center.
