Fairwater Drive, who retired in 1971 as vice president and general manager of Chesapeake & Western Railway, died Wednesday in Norfolk General Hospital after a long illness. Ballard, who joined Norfolk & Western Railway in 1920, was associated with the Norfolk Coal Piers until his move to Chesapeake & Western, a subsidiary of N&W in the western part of the state. Survivors include his widow, Mrs. Margaret Ford Ballard, and a daughter, Mrs. William Kemp Norman, both of Norfolk; a grandson, John Frederick Winter II, and two great-grandchildren, all of Richmond. A graveside funeral will be held Friday at noon in Elmwood Cemetery by the Rev. James W. Thompson of the Episcopal Church of the Good Shepherd. The family asks that flowers be omitted, and memorial donations may be made to a charity of choice. Twiford Funeral Chapel, Colley Avenue, Norfolk, has charge.
