NORFOLK — William Baxter Sr., 71, of 1329 Laurel Crescent died Wednesday in his 
home.
He was a lifelong resident of Norfolk and had retired in 1972 as master of the 
transportation department at Norfolk Naval Shipyard. He was a member of Zion 
Grace United Methodist Church, Elizabeth Masonic Lodge 34, Norfolk Consistory 
Scottish Rite Bodies and Khedive Shrine Temple.
Survivors include his wife, Mary A. Baxter; a daughter, Beverly Graeber of 
Madison, N.J.; a son, William Baxter Jr. of Norfolk; a sister, Frances 
Nottingham of Virginia Beach; and three grandchildren.
A graveside service with Masonic rites will be conducted at 1 p.m. Friday in 
Elmwood Cemetery by the Rev. Robert E. Wolff.
The family will be at Hollomon-Brown Funeral Home, Tidewater Drive Chapel, from 
7:30 to 9 p.m. today.
