Bell, Former Auditor For City, Dies. Retired 15 years ago; for today at 3 p.m. funeral services set. Funeral services for James Nicol Bell, 79, former Norfolk City auditor, who died Monday at 11:50 p.m. at the home of his daughter, Miss Mildred Vernon Bell, in Washington, DC, will be conducted today at 3 p.m. in the chapel of the H. D. Oliver Funeral Apartments. The Rev. Moultrie Guerry, rector of Old St. Paul's Episcopal Church, of which he was a member, will officiate. Burial will be in Cedar Grove Cemetery. Mr. Bell had been in failing health for a number of years. He retired as City Auditor January 1, 1933, terminating 40 years' service to the City of Norfolk. After serving in a clerical capacity, he became chief clerk to the City Treasurer and later Deputy City Auditor. He was appointed City Auditor in 1914. Born July 7, 1869, he was son of James Nicol Bell and Mrs. Fannie Hunter Bell, of Norfolk. He was a cousin of Alex H. Bell, present City Treasurer. Besides his daughter, he is survived by one son, James N. Bell, Jr., and a granddaughter, Penderel Thomas Bell, of Virginia Beach, and two sisters, Misses Eliza Soutter Bell and Kate Hunter Bell, of Norfolk. Pallbearers will be A. Preston Breeden, James A. Fowden, John D. Corbell, J. Guy Dudley, James M. Jordan, Jr., T. Ralph Jones, George W. Boush and Alex H. Bell.
