Mr. Billups, a Norfolk native, operated the confectionary on Church Street for more than 15 years. He had retired from Colonial Stores' warehouse. He was a member of New Calvary Baptist Church. Survivors include a daughter, Alence Whitaker of Norfolk; four sisters, Bernice Billups of Norfolk, Florine Jones of Suffolk and Odessa Billups and Delois Billups, both of Chesapeake; a brother, Norman Billups of Virginia Beach; and two grandchildren. The funeral will be conducted at noon Monday in New Calvary Baptist Church by the Rev. G.G. Campbell. Burial will be in Calvary Cemetery . Viewing will be from 1 to 6 p.m. Sunday at Riddick Funeral Service. Friends may join the family at 1710 Wingfield Ave., Chesapeake. The body will be placed in the church at 10:30 a.m. Monday.
