Mr. Billups had retired as a self-employed plumbing contractor. He also was a plumbing inspector in Virginia Beach. He was an honorary member, treasurer and vice president of the Master Plumbing Association. He was a member of Ocean View Masonic Lodge 335. He had served in the Navy during World War II. Survivors include his wife, Alice B. Billups; two sons, Henry O. Billups and Charles E. Billups, both of Chesapeake; and four grandchildren. The body was cremated. A graveside memorial service will be conducted at 11 a.m. Thursday in Elmwood Cemetery by the Rev. Charles Mosley. Hollomon-Brown Funeral Home, Indian River Chapel, is in charge. Memorial donations may be sent to a charity of the donor’s choice.
