Billups of the 1000 block of Hampton Blvd. and formerly of the 900 block of Fremont St., died Oct. 7, 1999, at Sentara Norfolk General Hospital. Born in Norfolk, she was a homemaker and the widow of Walter H. Billups Jr. She was a member of First Baptist Church Bute Street, the Chancellor Choir, Bentravada Social and Civic Club, and Star of the East Tents No. 6. She was awarded ``Grandmother of the Year'' by Seniors in Action of First Baptist Church. She is survived by two daughters, Gertrude Porter of Norfolk and Virginia Atkins of Portsmouth; three grandchildren, Debra Forrest of Fredericksburg, Va., Renee' Quiero of Lakewood, Wash., and Capt. Vinston L. Porter of Korea; four great-grandchildren; and two sons-in-law, Vinston Porter Sr. and James Atkins. A funeral will be held at 12:30 p.m. Tuesday at First Baptist Church Bute Street by the Rev. Dr. Robert G. Murray. Burial will be in Calvary Cemetery. Viewing will be from 3:30 to 8 p.m. Monday at Carlos A. Howard Funeral Home, Norfolk Chapel. The body will be taken to the church at 9:30 a.m. and the family will assemble at 11:30 a.m. at 600 New Jersey Ave. for the procession.
