Zion Baptist Church by the Rev. William Deloatch. Burial was in Calvary Cemetery with Pretlow Funeral Home in charge. Mr. Blanchard, a native of Hertford NC, was a son of the late Joe Blanchard and Mrs. Anna Blanchard and the husband of Mrs. Bessie Blanchard. He was retired from Norfolk Naval Supply Center and was chairman of the deacon board and vice chairman of the trustee board at Mt. Zion and a member of the Good Samaritan Club. Besides his widow, he is survived by two stepsons, Matthew W. Bates and Daniel Bates, and a son, Joseph Blanchard Jr., all of Norfolk; four daughters, Mrs. Magnolia Wilkins of Chesapeake, Mrs. Emma Hazelwood and Mrs. Dorothy Beamon of Norfolk and Mrs. Jean Willis of Willow Grove, PA; two sisters, Mrs. Hattie B. Simpson of Washington and Mrs. Erevie B. White of Hertford; two brothers, Clayton Blanchard of Philadelphia and Erie Blanchard of Norfolk; 18 grandchildren and five great- grandchildren.
