Sandra Dowling Brooks, of the 1900 block of Greenleaf Drive died Jan. 21, 1994, 
in Sentara Norfolk General Hospital. 
She was a native of Columbia, S.C., and the daughter of Margaret Clark Dowling 
and the late Joseph E. Dowling Sr. She was an adult-home-care provider for the 
city of Norfolk and a member of St. Mary's Pentecostal Church in Norfolk. She 
was a missionary worship leader. 
Survivors include two daughters, Tracy Williams and Margaret Brooks of Norfolk; 
three sons, Joseph Brooks, Bobby Brooks and Michael Brooks, all of Norfolk; her 
mother, Margaret C. Dowling; four sisters, Paulette Allen, JoAnn Williams and 
Marguarite Dowling, all of Norfolk, and Miriam Lisa Smith of Chesapeake; two 
brothers, Joseph Dowling Jr. and Kenneth Dowling of Norfolk; 15 grandchildren; 
and a host of nieces, nephews, other relatives and friends. 
A funeral will be conducted at 1 p.m. today at Christ Pentecostal Church in 
Norfolk by Bishop John H. Kindred. Burial will be in Magnolia Cemetery. Riddick 
Funeral Service is handling arrangements.
