She was the only child of Roland Orlando Tate and Nettie Hawkins Tate. Mrs. Brown was educated in the Norfolk Public schools graduating from Booker T. Washington High School at the age of 15. She earned a Bachelor of Arts degree from Virginia State University in 1941. Mrs. Brown did additional study at Norfolk State University and Old Dominion University. Mrs. Brown began her teaching career in the elementary grades of Isle of Wight County Training School, Smithfield, Va. She taught in the Norfolk Public schools at Liberty Park Elementary, D.G. Jacox Jr. High School, Azalea Jr. High School and the Norfolk Transition School. Mrs. Brown retired in 1981 and enjoyed traveling to Europe and Africa as well as many states in the union. Joyce Tate Brown was one of the three founders of The Chums, Inc., a national African American women's civic organization. She joined with Mary Ward Barnes and Theodora Jackson Cora to form Chums, Inc. with a present membership of 37 chapters across the United States. The Corranders were organized at the home of Mrs. Brown and she founded and served as the first president for the Coalition of 100 Black Women, Tidewater Chapter. Joyce T. Brown was a charter member of the Chesapeake and Virginia Beach Chapter of The Links Inc. Mrs. Brown held membership in Jack and Jill of America, The Moles, and the Chesapeake Women's Club. She received many honors and awards over the years for her leadership and vision. Mrs. Brown was married to Wiley Washington Brown who predeceased her in 1978. Joyce Tate Brown leaves her devoted only child, Tracy Billings Brown White, Isaiah Charles White, son-in-law, her precious grandchildren, Jason Charles White, Jessica Blair Tate White and Jonathan Lewis White, all of Ypsilanti, Mich. A Christian wake for Mrs. Brown will be held Sunday at First Baptist Church, 418 E. Bute St., from 7 to 9 p.m. The funeral service will be Monday at 1:30 p.m. at the church, the Rev. Robert G. Murray officiating. Interment will be in Calvary Cemetery immediately following the church service. Hale Funeral Home, Franklin W. Thornton Jr., director, is in charge.
