She was born in New Castle, Pa., and was retired after 36 years as a schoolteacher and guidance counselor in the Virginia Beach public schools. Mrs. Bugg was an elder and deacon of Second Presbyterian Church, Norfolk, and an active community volunteer with particular service to the Red Cross and its blood drives. She was also a member of the Norfolk Yacht and Country Club, and various educational support organizations. Survivors include her husband of 37 years, Robert H. Bugg; and many loyal friends at Second Presbyterian Church and around the community. A memorial service will be conducted at 11 a.m. Friday in Second Presbyterian Church by the Rev. Steven Frazier. Burial will be private in Elmwood Cemetery. Cox Funeral Home is handling arrangements. In lieu of flowers, memorial contributions may be made to Second Presbyterian Church, 7305 Hampton Blvd., Norfolk, VA 23505. Condolences may be sent to the family through www.dmvobits.com/cox.
