Burroughs was for many years chairman of the Seashore State Park Committee of the Norfolk Chamber of Commerce. In 1966, he was honored with a monument at the park entrance for his untiring efforts to preserve the park in its natural state. After the park closed in 1955 to avoid court-ordered integration, he was credited with getting it re-opened to the public. He retired as a partner of the insurance firm of Burroughs & Watson, Inc. He was a member of First Presbyterian Church and Virginia Club. A lifelong resident of the Norfolk and Virginia Beach area, he was the husband of Mrs. Mary Champe Taylor Burroughs and a son of John J. and Mrs. May Baker Burroughs. Besides his widow, surviving are four nieces. A funeral service will be held today at 11:30 a.m. in H. D. Oliver Funeral Apartments. Burial will be in Elmwood Cemetery. The family has requested that flowers be omitted.
