Born in Norfolk, he was the husband of the late Mrs. Emily Eyre Baker Wilson and a son of Capt. John J. and Mrs. Maria May Baker Burroughs. He lived in Richmond more than 30 years. He formerly was supervisor of reimbursements for the State Department of Mental Hygiene and Hospitals, which administers patient-care programs. He retired in 1958. He was an Army veteran of World War I. Surviving is a brother, Benjamin B. Burroughs of Virginia Beach. The body will be taken from H. D. Oliver Funeral Apartments, Norfolk, to Elmwood Cemetery for a funeral service Sunday at 5 p.m. by the Rev. Walton W. Davis of St. Paul’s Episcopal Church. The family has requested that flowers be omitted.
