He was a native of Princess Anne County and a resident of Virginia Beach most of his life. He was the husband of Mrs. Lucille Ackiss Capps and a son of John Talbot and Mrs. Nannie Ackiss Capps. He was associated with Railroad Supply & Equipment Co. He was a Baptist and a member of St. George Masonic Lodge 6 of Schenectady, N.Y., Chesapeake Consistory, Valley of Baltimore and Boumi Shrine Temple of Baltimore. He was a veteran of World War I. Besides his widow, he is survived by a half brother, John Talbot of Kinston, N.C. A masonic rite will be held in H.D. Oliver Funeral Apartments, Laskin Road, tonight at 5. A funeral service will be held in the funeral apartments Sunday at 3 p.m. Burial will be in Elmwood Cemetery, Norfolk.
