He was born to the late Frank L. and Mary Spriggs Carter. He was a native of Norfolk and retired from the Norfolk Naval Shipyard with 31 years of service. He was also a Navy veteran and a member of First Baptist Church, Bute St., Norfolk. He is survived by his loving and devoted wife of 48 years, Mary E. Carter of Norfolk; six daughters, Fern Moye of Oxon Hill, Md., Evelyn Spratley and her husband, Daniel, Soya Rowland, Annette McCloud and her husband, Perry, of Virginia Beach, Cynthia Carter of Norfolk, and Sandy Carter of Baltimore, Md.; two sisters, Bettie F. Carter of Washington, D.C., and Helen Green and her husband, Arthur, of Brooklyn, N.Y.; a special cousin, Solomon Winslow of Chesapeake; nine grandchildren, John and Kevin Moye of Oxon Hill, Md., Mitchell Williams and wife, Kim, of Macon, Ga., Melvin Carter of Staunton, Va., Makeeta and Leslie Carter of Norfolk, Najee Richardson, Michael and Terrence McCloud, of Virginia Beach; two great-grandchildren, Kenya and Kadeshia Williams of Macon, Ga.; and a host of nieces, nephews, cousins, and friends. A funeral will be conducted at 1 p.m. Tuesday at First Baptist Church, Bute St., by the Rev. Robert G. Murray. Burial will be in Calvary Cemetery . Graves Funeral Home is handling arrangements. Friends may join the family at the residence. Additional Comments: Obituary gives date of death as 1/15/1999 - newspaper was published 1/17/1998 so clearly the year cited is incorrect in the newspaper.
