Carter, 84, formerly of the 900 block of Anna St., died Jan. 10, 1999, at Virginia Beach Health Care Center. She was born in Pittsburgh, Pa., to the late Mary Dickerson Ballou and Phillip Ballou. Mrs. Carter was a homemaker and co-ownerof Carter's Plumbing & Heating with more than 30 years of service. She was a 20-year member of St. John African Methodist Episcopal Church, Bute St., Norfolk, where she was a member of the Missionary Society and Altar Guild. She was also a member of the Brambleton Fellowship Group, the Booth Sunday School Class and Broad Creek Civic League. She was a 30-year member of Metropolitan AMEZ Church where she received a 25-year plaque as a Sunday School Teacher. The widow of Edward W. Carter Sr., Mrs. Carter is survived by two daughters, Mary Carter Lumpkin and Louise Carter Brimmer, both of Virginia Beach; a son, Edward W. Carter Jr. of Norfolk; a sister, Alice Ballou Pondexter; grandchildren, Edwin Allison, Andrew Harold Jr. Elsie Harold, Joseph Brimmer and Cimone Carter; two great-grandchildren, Emiley Allison and Madeleine Harold; a sister-in-law, Helen A. Ballou; a niece, Barbara Luckett; and many devoted friends. She was predeceased by four brothers, Phillip, Joseph, Harold and Paul Ballou. A funeral will be conducted at noon Friday in the Chapel of Hale Funeral Home by the Rev. Larry S. Hinton, pastor of St. John AME Church. Viewing will be at 11 a.m. Friday.
