Billy was formerly employed at Old Dominion University in their Media Services Department. He was born in Norfolk and was a graduate of Maury High School, Class of 1975, where he was an outstanding football player and was their quarterback for the 1973-74 seasons. He was a football coach at Maury from 1989-96. Billy was involved in the Virginia state regional and state football playoffs and was on the board of directors for the Jerry Sazio Scholarship Foundation. He also played softball for the Hi-Tides softball team and was inducted into the Softball Hall of Fame. Left to cherish his memory are his beloved wife, Margaret Ann “Peggy” McMullen Cochrane; his mother, Shirley Mae Evans Cochrane; a daughter, Lindsay Rae Cochrane of Virginia Beach; a son, William S. Cochrane Jr. of Pope Airfield Base, N.C.; a sister, Patricia C. Kleinhuizen of Fredericksburg, Va.; three brothers, James C. Cochrane of Virginia Beach, Robert J. “Bubba” Cochrane of Norfolk and Steven J. Cochrane of Chesapeake. A celebration of Billy’s life will be conducted at 11 a.m. Saturday in the chapel of Cox Funeral Home by the Rev. Tom Douros. Burial will follow in Elmwood Cemetery. The family will be at the funeral home Friday from 7 until 8 p.m. for visitation. In lieu of flowers, memorial contributions may be made to the Jerry Sazio Scholarship Foundation, c/o Roger Carr, 1901 Thomas Bishop Lane, Virginia Beach, VA 23454 or to the American Heart Association.
