He was a lifelong resident of Norfolk and was employed by the city in the Public Works Department for 42 years. He was a member of Blackhawk Tribe No. 57, I.O.R.M.; the Owls Lodge and of Charity Lodge No. 10, K. of P. Surviving him are two sons, H.M. and C.L. Cooper, of Norfolk, a brother, A.J. Cooper, of Washington, D.C.; two sisters, Mrs. B.F. Twiford and Mrs. W.A. Stroud, of Norfolk; two grandchildren and one great-grandchild. Funeral services will be conducted at the Hollomon-Brown Funeral Home, corner Twenty-ninth and Granby streets, tomorrow afternoon at 2:30 o'clock. Burial will be in Cedar Grove cemetery.
