He is survived by a brother, Clarence Cooper, and a niece, Miss Emma V. Cooper, both of Norfolk. Mr. Cooper was a native and lifelong resident of Norfolk, and had been in the claims department of the Virginia Electric and Power Company for a number of years. He was the son of the late Edward and Emma Fisher Cooper. The boy was taken to the Hollomon-Brown Funeral Home pending funeral arrangements.
