He was a proud native of Norfolk and was the son of the late Peter and Rose Decker. Joe retired as an electrician from IBEW local # 80 and was currently working for TowneBank, Main Street, Norfolk. He was a Roman Catholic and a member of Blessed Sacrament Catholic Church, the Knights of Columbus, Council #3548, Ocean View, the Democratic Club and the VFW Auxiliary #3146. Joe touched the hearts of many over the years with his boisterous personality and great humor. His constant smile and witty phrases will truly be missed by all. Survivors include his loving wife of 59 years, Ruby Inscore Decker of Norfolk, his daughters; Theresa Decker Atkinson of Norfolk and Jacqueline Decker Corletto and her husband Tony of Norfolk. Joe is also survived by his sister, Catherine D. John of Norfolk and his brother George Peter Decker of Norfolk and three grandchildren; Ryan Decker Atkinson, Derek Decker Atkinson and Rocco Decker Corletto and numerous Nieces, Nephews and Cousins. A Memorial Mass will be celebrated at 11am, Saturday, January 19, 2019 at Blessed Sacrament Catholic Church, Newport Avenue, by the Reverend James Curran. A private family interment will be held at a later date in St. Mary's Catholic Cemetery. In lieu of flowers, memorial donations may be made to St. Jude's Children's Research Hospital or to the Pete Decker Children's Charity, C/O PDCC, 109 E Main Street, Suite 200, Norfolk, VA 23510.
